The State Plan of scientific and technical research and Innovation 2021-2023 (PEICTI) to develop, fund and implement public policies of the General state administration on the promotion and coordination of the R + D + I.
The PEICTI is articulated through four state programmes. Specifically, the State Programme to catalyse innovation and business leadership, within the subprogramme Público-privada State Cooperation, including funding to support innovation ecosystem, understood as open innovation structures of cooperation that achieving the definition of the eu together actors or entities at local, regional and/or national origin whose aim is to promote and stimulate technological development and innovation.
The call is included in the proceedings described in the national Plan of recovery, transformation and Resilience (PRTR), with funding from the Next Generation funds “ US ” between them, the mechanism for the recovery and resilience. The component 17 of the Plan, called “ Institutional reform and strengthening the capacities of the national system of science, technology and innovation ” seeks to reform the spanish system of Science, technology and Innovation in order to meet international standards and on the development of their capacities and resources.
The aid of this announcement will incardinan investment 5 “ transfer of knowledge ” of aid component 17: Ecosystems-based Innovation networks of excellence Cervera, which is included in the council's decision (CID) as part of the six specific actions intended to improve the transfer of knowledge.
Moreover, this call contributes to the actions defined in the Aerospace L, namely the ACT18 “ aerospace innovation ecosystem ”, which indicates that priority will be innovation ecosystems in the aerospace sector, and it is estimated a budget of eur 3 million for such purposes.

Support for innovation Ecosystem 2023.
It will finance the actions of fund managers innovation Ecosystem-based networks of excellence in Cervera.
These ecosystems should be managed by grouping or a consortium of entities without legal personality in charge of promoting, strengthening and market the ecosystem, strengthening the linkages between the entities involved.
Aid will be subject to the following activities:
- The activity of the task to facilitate collaboration, exchange of information and the provision or channelling of specialized services and personalized support business.
- The marketing of clustering to increase the participation of new businesses or organizations and strengthen the visibility.
- The management of facilities of the groupement, the organization of training programmes, workshops and conferences to promote the exchange of knowledge and networking, as well as transnational cooperation.

- Need for an internal agreement governing the functioning of the grouping, signed a prior to the request.
- Any participant with the participation of less than 10 per cent of the budget is eligible.
- The same company or CCTT can only act as coordinator in an application.
- Subcontracting: a maximum of 50 per cent of eligible budget for each member of the cluster.

REQUIREMENTS OF AEROSPACE INNOVATION ECOSYSTEM
- Design, development of technology, production, operation and maintenance of aircraft manned and unmanned aerial vehicles and their systems.
- Spacecraft and their systems.
- Propulsion systems and their systems.
- Provision of services related to downstream commercial aviation services, based in space infrastructure and the “ new ” space.
To be considered as a grouping operates a system of aerospace innovation, the clustering shall have, at least one of the following entities:
- Large or medium-sized company operating in the CNAE 303 Construction aeronautics and space and its machinery.
- Business association representative in the sector.
- Technological platform linked to the sector.
- Centre of knowledge generator linked to the sector.
- Capacities and technical infrastructure for the manufacture and/or testing of aerospace systems or services based on such systems.
