European Regional development fund(ERDF)2021-2027

TheEuropean Regional development fund (ERDF)it is the fund with greater budgetary contribution to theStructural Funds of the european union (EU).

The Erdf provides funding to public and private agencies in all regions of the eu to reduce economic, social and territorial disparities. It encourages investment by national or regional programmes.

In the erdf 2021-2027 will invest for europe and its regions:

  • More competitive and intelligent, through innovation and support to small and medium-sized enterprises (smes), as well as the digitization and digital connectivity.
  • More green, with low carbon and resilient.
  • They are more connected through the improvement in mobility.
  • More social, to support the effective and inclusive employment, education, skills, social inclusion and equal access to health care, as well as enhancing the role of culture and sustainable tourism.
  • They are closer to citizens, to support local development and sustainable urban development throughout the eu.

The Erdf is executed in a regime of shared management between the european commission and national, regional and local authorities of member states, who approved projects adapted to their specific needs. Is governed byRegulation on common provisions.

The General Directorate of european funds of the ministry of finance is the body of the General state administration responsible for the study, evaluation and coordination of the management of the implementation in Spain from this fund.

It is anticipated that the CDTI continue to mobilize a significant volume of ERDF funds as intermediary in the operational programme Plurirregional 2021-2027 of Spain.

Types of aid, announcements and other proceedings of the CDTI envisaged to be cofinanced by the erdf 2021-2027 *:
  • R & D projects, individual or consortia (except for individual projects by large companies, except in the canary islands).
  • Innovation: Direct Line of innovation (LIC) and Direct Line of Expansion (ROMAN). In either case, except for large companies, except in the canary islands.
  • Compra Pública Innovadora.

* NOTE:The Programme of Spain Plurirregional 2021-2027 (POPE II), co-financed by the erdf and that is still under evaluation and approval, collect the details on the conditions for accessing financing of the fund. Therefore, applying the principle of prudence until this programme was not formally adopted, only smes and small-sized enterprises fund agreed with the definition in item 2 (paragraph (6) ofEU regulation 2015/1017on 25 june (entities that have until 499 employees who are not smes), will be financed by the CDTI by the erdf 21-27.

There are two exceptions to this general rule:

  • Proyectos developed in The Canaries, for those that are eligible also large enterprises.
  • R & D projects developed by a large company in cooperation with at least an sme.

The Principle not to cause Significant harm to the Environment (DNSH) to FEDER 2021-2027

In accordance with the objectives of the european Green investments in r + D + i in the eu should be environmentally sustainable means ofRegulation (EU) 2020/852 (Reglamento de taxonomía)settled the basis for determining whether an economic activity will fulfil the principle not to cause significant harm to the environment ("Do not significant harm" or DNSH, by its initials in english).

All the actions that will be implemented 2021-2027 ERDF co-financing, should meet most of the 6 environmental targets contained in article 17 of the aforementioned regulation.

Communication, Visibilidad e Identidad Visual

The entities, in his capacity as beneficiaries of the ERDF 2021-2027 aid granted by the CDTI, acquired a series of obligations in the field of information and communication which are derived from the normative framework of european funds.

In this regard, the CDTI as public entity in the service of the generation of a business network in english, globally competitive and transforming científico-técnico knowledge in sustainable growth, makes available to the beneficiaries of ERDF funds 2021-2027 new logos of european funds, as well as the unhcr handbook for Visual Identity manuals and other interest in order to comply with european standards and enhance the visibility and communication of the funds to citizenship:

Regulation (EU) 2021/1060the european parliament and council of 24 june 2021 by establishing the common provisions relating to the european Regional development fund, the european Social fund Plus, the cohesion fund, to Just Transition and the European Fund industry, fisheries and aquaculture, as well as the financial rules for such Fondos and for the background of asylum, migration and integration, the fund and the instrument of financial support to border management and the visa policy (DOUE 30 june 2021).
