Sustainable Automotive Technology Programme (PTAS)

Overall Objective

Support strategic cooperative company-led R D projects in automotive sector technologies, with the aim of:

  • Contributing to the development of relevant technologies in the automotive field.
  • Helping the sector to rapidly recover through strengthening innovative capacities.
  • Addressing the challenges of sustainable transportation, zero emissions and self-driving or connected vehicles, both in terms of manufacturing and in the different associated types of infrastructure.
  • In the context of COVID-19, moving more rapidly towards sustainable and interconnected transport models that allow for better traffic management.

Specifically, the aid is mainly aimed at:

  • The development of components and platforms for electric, plug-in hybrid and hydrogen-powered vehicles.
  • Self-driving and connected transportation.
  • The adaptation of production environments with safe and robust systems for human–machine interaction in a smart manufacturing environment, aimed at the manufacturing of components and systems for electric, plug-in hybrid and hydrogen-powered vehicles.

Beneficiaries

Groups made up of between three and eight companies, at least two of which are independent. The group must be led by a large or medium-sized company and have at least one SME among the partners.

The representative of the group will be paid the grant and will be responsible for its distribution among the group members.

The group members shall enter into an internal agreement governing its operation.

Companies which were not in difficulty on 31 December 2019 but which entered into difficulty in the period between 1 January 2020 and 30 June 2021 may become beneficiaries.

Groups of companies that can carry out cooperative projects and that meet the size and composition requirements according to the project submitted to the PTAS. The resulting group will not have a legal personality, so one of the participants will act as the coordinator or representative of the group before the CDTI. The representative will be paid the grant and is responsible for its distribution among the group members. Group relationships must be formally recorded by a consortium agreement which sets out the rights and obligations of the participants.

The submission period for applications and accompanying documentation will begin the day after the call for applications is published in the Official State Gazette (BOE) and will end on 2 September 2021 at 12:00 Spanish peninsular time.

Characteristics of the assitance

Grant up to the maximum intensity limits: 65% for large enterprises, 75% for medium enterprises and 80% for small enterprises.

The individual amount of aid will be determined on the basis of the actual eligible cost of the project, the characteristics of the beneficiary and the budget available.

For each project and beneficiary, the aid intensity limit will be decided based on the weight of each type of activity (industrial research or experimental development) and by the maximum intensity applicable in each case.

There is no minimum requirement for Industrial Research or subcontracting to public research bodies.

The amount of aid may not exceed the thresholds established in Article 4 of EU Regulation 651/2014 of 17 June 2014.

Characteristics of the project

Multi-annual projects developed in any Spanish region.

  • Minimum eligible budget of €5,000,000 and maximum of €12,000,000.
  • Minimum eligible budget per company of €175,000.
  • Balanced distribution of the budget throughout the duration of the project.
  • Duration: three years, starting in 2021.

No participant may be responsible for more than 60% of the eligible project budget. The implementation commitments made by each member must be described in the application and in the grant resolution.

Participants are liable for any repayment obligations in relation to the activities they have undertaken to carry out. In the event of non-compliance, all group members shall be jointly and severally liable up to the limit of the aid granted to them for their participation in the project.

Call funding

This call is included among the actions covered by the National Recovery, Transformation and Resilience Plan, which is expected to receive funding from Next Generation EU funds, including the Recovery and Resilience Facility.

Actions that directly or indirectly cause significant harm to the environment (DNSH principle), in accordance with Article 17 of EU Regulation 2020/852 of the European Parliament and the Council on 18 June 2020 (Taxonomy Regulation), or that are aimed at increasing the efficiency of fossil fuels, are not eligible for support.

Specific objectives

Projects must fall within one of the technological challenges identified in Annex 1 to the call, and so the objectives set out in the projects must address one or more of the proposed technological sub-challenges.

The following direct implementation costs are eligible: staff; instruments and inventory materials; contracted research; technical know-how and patents acquired at market price; overhead costs and additional operating expenses directly deriving from the project; and the cost of the auditor's report.

Gastos elegibles

The overall cost of the sub-contracted activity per beneficiary may not exceed 50% of the beneficiary's eligible budget.

The evaluation criteria, as indicated in the call, are as follows:

Incentive effect

Aid will be considered to have an incentive effect if the beneficiary has submitted an application for aid under the call by the Sustainable Automotive Technology Programme before starting the project.  

Accumulation and incompatibilities of additional aid perception

During its implementation period, the aid granted under this call for applications cannot be combined with any other public aid at the European, national or regional level with the same objectives and purpose.

  • Unique features of the Program
    • The budget of the call is €40,000,000.
    • Technological challenges: the projects must respond to one of the following technological challenges, so that the objectives established therein respond to one or more of the proposed technological sub-challenges, in each challenge. The three challenges are 1. Development of components and platforms for electric, hybrid and hydrogen-powered vehicles, 2. Autonomous driving and connected mobility and 3. Adaptation of production environments with safe and robust systems for human-machine interaction in the environment intelligent factory aimed at manufacturing components and systems for electric vehicles, plug-in hybrids and hydrogen-powered vehicles.
