International Interempresas solicitation (ISIC)
Eurostars-3 is an instrument within the european partnership (partnership) of Innovative Smes established between Eureka and the european commission supports the r & D projects close to the market led by innovative smes and developed countries in international cooperation.
The centre for technological development and innovation (CDTI) is the body tasked in Spain for the implementation of Eurostars-3 and the granting of public aid to spanish companies participating in the approved projects.
The financing of spanish companies in the programme Euorstars-3 is made from CDTI (75 per cent) and the contribution of the european union (25 per cent). This financial support is carried out through calls for direct allocation managed by the CDTI, so-called International Interempresas (ISIC), of which can only be beneficiaries smes develop the research and development projects previously approved in the calls of the programme Eurostars-3, provided that the secretariat of Eureka expressly has communicated with national funding secured through subsidy.
For each call Eurostars (Cut off Date) is being issued the corresponding resolution Interempresas international granting these subsidies in the form of grants. The full text of each resolution as well as subsidies are published in the National database of subsidies, while in the official gazette is published an excerpt from the resolution.

Grants to projects of r & D in international cooperation.
Project grants international business, market oriented Single presented by a spanish company which is part of an international consortium whose Eurostars project has received the letter of approval of the secretariat Eureka.
Projects may also include industrial research and experimental development.

The maximum amount of the request and beneficiary is 400,000 euros, with the intensity of aid that makes the call.
The duration of such projects may be up to 36 months, starting by 2024. The project (including possible extensions) may not exceed the 31 december 2027.

The activities in question of the projects will be those identified as such by virtue of the rules of Europe Programme Horizon.
Are considered eligible for the following costs:
- Costs of equipment and materials
- Staff costs
- Costs of contractual research, expertise and patents acquired or obtained by license from external sources.
- Consultancy costs and equivalent services designed exclusively to the implementation of the project (with a limit of 8,000 euros per project).
- Overhead and other operating costs.
- Expenditure of the report of the auditor (with a ceiling of 2,000 per beneficiary and annuity).
- Indirect costs: shall be calculated by applying a percentage of up to 25% on the direct costs overall eligible expenditure (excluding win).
Could be reconciled only those costs fundable so indubitada respond to the nature of the activity to finance and are strictly necessary, in accordance with the description of the project provided at the request and in the technical memory.
The total amount of the draft budget be financed from each of the beneficiary enterprises subsidies may not exceed the total amount of the budget of the participant in the project as presented in the international call.
Nevertheless, in the assessment phase may be accepted budget increases financed up to 2% on the budget presented at the international call due to the transfer of budgetary resources.
The start of the activities of the beneficiary english may not be in no case shall the date of communication of approval of the project at the international level by the Secretariats of each association.
The perception of this aid will be compatible with any other help for the same purpose, from Public Authorities or public or private bodies with nationals except they exceed the maximum aid intensities applicable in the community rules.
However, the perception of this aid will not be compatible with any other emergency assistance for the same purpose from eu funds.
The aid under this procedure funded research and development projects which have been selected in the fifth convocation (CoD5, with the international date on 14 september 2023) of the programme of the "Eurostars-3 association of Innovative Smes" framework programme for research and innovation of the european union Horizon Europe (2021-2027).
