The objective of the programme NEOTEC is supporting the establishment and consolidation of technology-based enterprises.

A technology-based company (EBT) is a company whose activity focuses on the exploitation of products or services that require the use of technologies and knowledge developed since the research activity. The EBT base their business strategy or activity in the intensive domain of scientific and technical knowledge.

The most relevant aspects in the proposals supported in this line has to be a business strategy based on the development of technology (technology must be the competitive factor for differentiation in the company), based on the creation of lines of I + D + i own.

Are not adequate companies whose business model is based primarily on services to third parties own technology development.

Characteristics of the assitance

Grants up to 70 per cent of eligible budget performance, with a maximum amount of grant 250,000 per beneficiary.

The actions that include employment of at least one doctor, as provided in Annex I to the convening, will be able to finance up to 85 per cent of eligible budget performance, with a maximum amount of subsidy from 325,000 per beneficiary.

Possibility of accessing a course in "Enterprise Innovation Institute" from the university of Georgia (Atlanta, usa) for enhancing the training of the company. The amount of aid be increased up to 10,000 euros in the proceedings which request such training, and meet the requirements listed in Annex II.

Following the issuance of the resolution of definite concession, the beneficiary may request the advance payment of up to 60 per cent of the grant given to the project, with a maximum of €150,000.

Minimum budget financed: 175,000 euros.

Annual and long term actions. Due to start on 1 january 2025 and finish at most on 31 december 2025 (annually) or 2026 (multi-year).

Specific objectives

Start-up new business projects that require the use of technologies and knowledge developed since the research activity and where the business strategy is based on technology development.

Prevail with greater intensity of aid to those proposals include the recruitment of persons with degree of doctor, in order to strengthen the capacity of absorption and generation of knowledge in companies.

Strengthen support to business projects led by women, to promote equality in entrepreneurship in technology-based enterprises.

Aid will be given to projects in any technology field and/or sectoral. However, are not adequate to this call the business models that are based mainly in services to third parties own technology development.

The costs will be derived from the launching of a new business project of innovative companies, provided that they should be included in the business plan and are necessary for its development.

Gastos elegibles

Will be able to finance the costs of the following: a) investments in equipment, (b) staff costs, (c) materials, (d) external collaborations/counselling, (e) Other costs, rent, supplies, royalties and licensing, expenses of application and maintenance of patents and other industrial property rights, insurance and other expenses. Will also be eligible for the costs of the report of the auditor to a maximum of 2,000 per beneficiary and annuity.

Similarly, costs will be eligible for the promotion and dissemination, as well as training, stipulated in annex II.

Outsourcing may reach up to the maximum rate of 50 per cent of the budget be financed.

The eligible expenditure incurred beneficiary in their business operations should be paid in terms of payment specified in sectoral legislation that is of application or, failing that, in those prescribed by law 3/2004 of 29 december, establishing measures to combat late payment in commercial transactions.

The assessment of applications is available by the evaluation criteria and the weight that are listed in article 23, letter b of the order CIN/373/2002 of 26 april.

Accumulation and incompatibilities of additional aid perception

Aid regulated in this call may be cumulative with any other assistance provided that:

  • It relates to costs identifiable fundable or different.
  • When referring -parcial or entirely - achieved the same cost must not exceed the maximum aid intensity that sets the rules.

Aid is incompatible with any other emergency assistance preceding or following NEOTEC, as well as with any other aid granted by the autonomous communities, if it indicates the incompatibility with the help of NEOTEC.

The entity should disclose any has received other aid to finance the activities under the grant.

Regulatory framework

  • Order CIN/373/2022, of 26 april, establishes the regulatory basis for granting by the centre for technological development and innovation E.P.E., state aid to r & D projects and new entrepreneurial projects of the state Plan of Scientific and technical research and Innovation 2012-2023, within the framework of the recovery Plan, transformation and Resilience.
