Impact assessment
The objective of public policies is to generate a change in the population to the target audience. The impact assessment allows to know to what extent and how has the desired change. From 2011, the CDTI has incorporated into its internal procedures the evaluation of programmes run by, developing internal capacities and expand a network of collaboration with experts.
In 2015, this activity was a decisive impetus to theassessment of the system of aid of CDTIin the framework of the european regulation of state aid, confirming the existence of a positive impact on the innovative activity of spanish companies, in the creation of skilled jobs and in strengthening the partnership público-privada. The European Commission highlighted the quality of this evaluation, completed in 2019, CDTI positioning as a reference in evaluation of policies of I + D + I in europe.
The knowledge generated through evaluation is an essential element for decision-making in the design of instruments and programmes. Over the years, the CDTI in common is their experience and knowledge with other public administrations, helping to extend the evaluation culture in our country.

Monitoring of results
The monitoring of public proceedings allows to know whether the implementation of a programme or policy is being implemented as planned and whether they are reaching the expected results. This design systems of consequential data collection, adapted to the characteristics, objectives and cycles of each instrument, ensuring that the information is used efficiently. In this way, the monitoring is a tool that can support a further evaluation of impact of the programme in question.
To this end, the CDTI established in 2011 in monitoring system of results-based surveys to fill two companies receiving financing in two stages of the cycle of an r & D. The first of these, calledFinalized Draft surveythe response, at the time of finalization of technological development. Two years after its due date for the marketing of innovations obtained (data that the company indicated in the first questionnaire), they sendEx Post survey, more focused economic performance. The CDTI published periodically by the analysis of the information collected through this system. From 2020 reports posted on interactive format.
