Joint ISCIII–CDTI action

Innovations in Personalized Medicine and Advanced Therapies

The Council of Ministers on November 30, 2021 approved the Vanguardia Strategic Project for Economic Recovery and Transformation for Health (PERTE de Salud), which is conceived as a country proposal of general interest for the economy as a whole and for society.

With the PERTE de Salud, the aim is to promote quality employment and improve the health of the Spanish population through scientific knowledge, cutting-edge health innovation and data as transformation vectors.

Within the framework of this PERTE, this joint action between the Carlos III Health Institute (ISCIII) and The Center for Technological Development and Innovation (CDTI) seeks to coordinate scientific capacities with business capacities to advance faster in the development of clinical diagnostic products for the implementation of personalized medicine and emerging strategic medicines, guiding research and innovative efforts of the public-private ecosystem in the field of health towards the following challenges:

  • Early and more accurate diagnosis.
  • Innovative and personalized treatments.
  • Improved monitoring and rehabilitation of chronic diseases.

Operating scheme and financeable projects

Joint R&D projects will be financed in which companies and research centers and organizations from the National Health System (SNS) will participate. Projects intended to generate a result of industrial and/or business applicability will be eligible for financing.

Although these are collaborative projects, the financing will be granted separately to each beneficiary, in different procedures by the CDTI and the ISCIII.

This action is articulated through a first expression of interest that includes the description of the joint project between companies and organizations and public research centers of the SNS, and two requests for aid to the CDTI and the ISCIII respectively, for the financing of each part of the joint project.

1. The expression of interest:

  • It is a summary of the joint project, specifying the activities carried out by each participant, as well as the associated budget.
  • Acts as an umbrella for collaboration: all participating entities that make up the consortium must submit a declaration of commitment to participate in the project.
  • It is not a request for help, but it is an essential requirement to be able to access them.
  • It must be formalized prior to the presentation of any application.
  • The expression of interest is submitted by the companies at the electronic headquarters of the CDTI.
  • SUBMISSION PERIOD: September 23 to October 26 2022.

2. Help Requests:

  • Each entity participating in the expression of interest must apply for aid to the corresponding funding body and within the deadlines set for each instrument: public Research Centers and Bodies of the SNS in the ISCIII; Companies in the CDTI.
  • The Expression of Interest submission code should be incorporated into support requests.
  • CDTI and ISCIII will independently evaluate your applications, according to the criteria established in their respective aid instruments.

3. Grant of aid:

  • Only those projects in which all the participants have obtained help will be financed: Public Research Centers and Organizations of the SNS by the ISCIII; the Companies by the CDTI.
  • All the members of the expression of interest must have their financing confirmed for the project as a whole to be viable.
  • Collaboration between the members of the expression of interest must be maintained throughout the execution of the project. This collaboration will be consolidated through a consortium agreement that will be presented six months after the granting of the respective aid.
  • Each participant will justify the project in the organization where they have applied for funding.
  • If the CDTI or the ISCIII detect that the collaboration reflected in the expression of interest has not been maintained, the reimbursement of the aid will be required from the beneficiaries of this.
