The Technological Background is a specific item of ERDF funds of the european union devoted to the promotion of r + D + i business in spain. The CDTI has been appointed to manage part of it, for what has designed various instruments with co-financing ERDF/CDTI, in accordance with the community requirements.

The Technological Background is aimed at all spanish regions, but in its distribution has given priority to the former objective 1 regions, which together are receiving that 90 per cent of its budget:

  • Andalusia, Extremadura, Castilla-La Stain and Galicia: regions of Convergence, "" receiving that 70 per cent of the Technological background.
  • Valencian community, castile and León and the canary islands: regions "Phasing in", receiving 15 per cent
  • Murcia, Asturias, Ceuta and Melilla: regions "Phasing out", receiving that 5 per cent.

The remaining regions of spain (regions of "Competitiveness") are targeted 10 per cent.

Characteristics of the financing

The Technological Background is mobilized through the financial instruments of the centre and the proposals submitted in accordance with the availability of funds in the autonomous community development project.

In the research and development projects (PID), co-financing with the Technological Background provided to the enterprise is a non-refundable depending on the implementation of the project (20% for convergence zones and phasing out, 15 per cent for phasing in and 10 per cent for urban competitiveness). This cofinancing subject always to the availability of funds for each area.

Note on the charging of expenditures in general projects cofinanced by the technological background:

For projects approved from 25 october 2012, the amount of overhead which shall be eligible for the purposes of applying for eu cofinancing of aid, will be the result of implementing the CDTI method proposed by the General Intervention of state administration (IGAE), supported by the secretariat and communicated to the authority of programme management Operational research, development and innovation by and for the benefit of companies - Technological Background, dated 19 july 2012.

This method provides a lump sum and is based on the calculation of a maximum rate of eligibility, for each operation or project, of overheads to certify. This percentage was established during the time of adoption of each operation. The overhead charge to each operation shall direct to the actual cost of this project by the weighted average general cost allocation sector calculated the average company that comes from a pro rata basis between general expenditures and actual total cost of staff in the sector that provides CDTI, limit for the indirect costs found on the basis of this lump sum may not exceed 20% of direct costs

FEDER-INNTERCONECTA

The Technological Background also takes place through a specific programme of grants through convening (erdf - Innterconecta) supporting integrated development projects with strategic nature, great dimension and aimed at development of innovative technologies in technological areas of future economic and commercial projection at international level.

Selection criteria and obligations of publicity derived from the co-financing with the technological background:

Selection criteria

The co-financed projects with the technological background are open modalities - there are areas or technological lines predeterminadas- with what the first criterion is excellence científico-técnica. Next to the first criterion are selection criteria applicable to all types:

  • Adaptation to the objectives of the programme.
  • Capacity and balance of the consortium
  • Quality and economic viability, technical and financial project
  • Impact economic partner (market Value-added)
  • Relevant technological development (for the region) and with international projection
  • Planned technological validation

Obligations of public information of the beneficiary

The European Commission calls on the beneficiaries of Technological assistance of the realization of the provision of information and publicity to the report of the initiative developed has received the support of the european Union. In article 8 of the rules of procedure 1828/2006 details "responsibilities and obligations of the beneficiaries of erdf funds for measures relating to information and publicity for the public".

For its part, the CDTI notifies the beneficiary enterprises aid from the centre with Technological co-financing their reporting obligations and publicity for the public through the contracts it concluded with each of them. And it offers in this web site more specific information on these obligations and facilitates access to regulation 1828/2006 (right column, "" Documentation).

Clarifications and qualification

The obligations of information and publicity are specified in article 8 of the rules of procedure 1828/2006. For some of the projects it supports the CDTI the beneficiary is obliged to enforce measures in paragraphs 2 and 4, and for other only 4 of the above article.

In either case, the CDTI invitesall the beneficiary enterprises of CDTI Aid with co-financing of the Technological Backgroundto comply with their obligation to inform the public through theplacement of a permanent explanatoryclearly visible in the place of business in the development of the project. The size of the plate is not defined, but size must be provided to the place where they were placed.

Contents of the plate

With regard to the contents of the plate, the CDTI reported that, in accordance with article 9 of the Ec Regulation 1828/2006, the plate shall contain at least:

  • thethe emblem of the European Union(the flag of the european Union: see technical features in "" Documentation),
  • the "textEuropean Union "with the emblem,
  • the "textProject co-financed by the european Regional development fund, ERDF "and
  • the slogan of the Technological Background "A way of making europe ".
  • These contents should use,at least 25 per cent of the plate surface.

    Jurisdiction of the company include a short descriptive text of the proceedings, where appropriate, provided that they observe the mandatory content and the minimum percentage of occupation on the plate surface (25 per cent).

    There is No default defined either in relation to material or other characteristics of the plate. Is its determination of the beneficiary.

    If aid CDTI ERDF with cofinancing is less than €500,000 to paragraph 4 of article 8 requires the beneficiary to clearly announce that the operation that is running has been co-financed by the erdf, without specifying the way.The CDTI advised to put the above-mentioned information plate. In the case that the company decides to use another system, the CDTI reserves the right not to release payment while the company irrefutably report to the centre of its proceedings information and advertising.

Warnings

The acceptance of ERDF funding implies certain obligations on the part of the company, uniquely in the area of dissemination and acceptance of any checks and audits. These obligations are reflected in national regulations and rules of the european union for the management of the ERDF funds, which is dispo nible IT in the Related Documentation (right column), and that the beneficiary of this type of funding.

Furthermore, in the process of evaluation of proposals, the CDTI may request an assessment from the competent agency of the autonomous community where they go to implementing the project. Thus, the documentation of the proposal presented in the CDTI would be forwarded to the agency for the realization of valuation.

Listed below are some of the obligations and conditions of the beneficiary of ERDF funding:

  • The operations cofinanced by the erdf must advertise by publishing the list of beneficiaries, the name of the actions supported and the amount of aid given. The acceptance of the financing implies acceptance to be included in this list of beneficiaries.
  • The final beneficiaries of ERDF aid must inform the public aid obtained. The beneficiary must inform the public aid obtained through the placement of a baking sheet with the emblem of the eu, the European Union text "", the text "Project co-financed by the erdf and the slogan" "A way of making europe" at local level in the development of the project, in accordance with article 8 and 9 of the rules of procedure 1828/2006 of the commission. It Also accepts disseminated business forums or any media appearances in spreading the project or the products derived from it, the fact of erdf support.
  • According to article 90 of the regulation (EC) no 1083/2006 of the council of 11 july by establishing the general provisions relating to the european Regional development fund, the supporting documents originals (invoices and documents of probative value equivalent) expenses and corresponding audits should be maintained at the disposal of the commission and the court of auditors for a period of three years after the decommissioning of the programme, this date may be extended beyond 2020.


Information on the justification of expenditure

Below we inform you of the geographical criterion which should take into account when making/s justification/is spending relative/s to projects cofinanced by the erdf:

If aid CDTI, your company is a beneficiary, is financed through the ERDF through Technological Background, your company is obliged to comply with the national and community regulations relating to community funds collected in the contract between your company and CDTI and staff costs against the draft itself must correspond to release staff in some form of work of the autonomous community of Development.

According to the Autonomous Community development project, please consider that staff costs to provide in its justifications of expenditure, should be considered eligible to be, to the Autonomous Community. The proof of this condition is the TC2 for workers in the General Social security costs. The failure to follow this status will not be considered eligible and cannot be cofinanced.
