The action called "Regional Consortia (INNTERCONECTA STEP) aims to the financing of r & D projects in cooperation with a regional approach, led by enterprises, pursuing a relevant research disruptive technologies based on and propose solutions to strategic challenges in the area of sensitive technologies for europe (STEP).
With the convening INNTERCONECTA STEP are meant to enhance the strategic positioning and competitive spanish industry, and fosters cooperation público-privada.

INNTERCONECTA - STEP
Financing of r & D projects in cooperation, led by companies, developed in one of the technological Areas STEP:
A) digital technologies: including the strategic programme-to-20230 Digital.
(B) clean and efficient technologies in the use of resources: defined in the regulations on the Net Zero Emissions.
(C) Biotechnology: including medicines as shown in the union list of essential drugs and their components.
Groupings formed by a minimum of two and a maximum of six companies, at least two of which were self-contained.
Companies must be validly created units have independent legal personality and registered office in Spain.
In the consortium should participate, at least, a company with the status of smes.
The resulting grouping will not have legal personality, hence one of the participants will act as coordinator or representative to the CDTI.
The members of the group, they must subscribe to a prior to the formulation of the request, an internal agreement to regulate their functioning.

Subvention to the extent of maximum intensity: 65 per cent large company, 75 per cent Medium-Sized Enterprises and 80 per cent.
The amount of aid individualized is determined by the eligible cost real project, the characteristics of the beneficiary and the availability of budgetary resources.
For each project and beneficiary, the maximum intensity of aid be measured by the weight of each type of activity (industrial research or experimental development) and the maximum intensity in each case.
The amount of aid may not exceed the thresholds set out in article 4 of the rules of procedure (EU) no. 651/2014, of 17 june 2014.
Multi-year projects whose development would take place in at least two of the following communities or Autonomous Cities:

- Castilla - La Mancha
- Castile and León
- Ceuta
- Valencian Community
- Extremadura
- Galicia

Minimum eligible budget: €1 million
Maximum eligible budget: €4 million
Minimal budget eligible for company: €175,000
Duration: home in 2025. Finalization: 31 december 2027 to 30 june 2028.
Balanced distribution of the budget over the duration of the project.
Subcontracting minimum of 10 per cent of eligible budget to research bodies.
Any participant may be responsible for more than 70 per cent of eligible project budget.
Participants will respond to potential compensation obligations in relation to the activities which have committed themselves to realizar. upon default, all members of the grouping and severally liable to the edge of the assistance it had been granted by its participation in the project.
The availability of funds from ERDF in all the autonomous communities which placed the project will be a requirement to obtain funding.
The grants are funded from the CDTI and heritage of ERDF funds 2021-2027.

Projects should be grouped in at least one of the technological Areas STEP listed in annex I to the convening, so that the objectives set out in the same target one or more of the proposed technological Areas.
Are the following direct costs:
- Staff costs: staff costs against the draft itself must correspond to personnel discharged at a workplace of the Autonomous community of development defined in the resolution of the concession contract.
- Costs of equipment and material inventariable.
- Costs of contractual research, expertise and patents acquired or obtained by license from external sources.
- Consultancy costs for support in coordinating efforts of the representative of the groupement, with a maximum of 15,000 euros per year.
- Overhead and other additional operating costs resulting directly from the project.
- Expenditure of the report by an auditor, up to 1,500 per beneficiary and annuity.
- Expenditure for the realization of the views of the implementation of the validation DNSH, conducted by an entity accredited by ENAC, the proposal, up to 3,000 euros. This spending is only eligible by the representative of the cluster.
- Travel costs arising directly from the project linked to the coordination meetings among the members of the groupement, up to a limit of 5,000 per beneficiary.
- Indirect costs of the project, which will be calculated and against the project in terms of the methodology of costs, a fixed cost 15 per cent of staff costs.
- Contribution to the development of key technologies in the union, technology and innovation of the proposal: 0-15 points (threshold 7).
- Quality of technical proposal, the plan of implementation and operation of the results: 0-30 points (threshold 15).
- Capacity of the consortium in connection with the proposal: 0-35 points.
- Socio-economic and environmental impact: 0-20 points.
You are deemed to have an incentive effect aid if, before the beginning of the activity, the beneficiary has submitted the applications to the convening of INNTERCONECTA-STEP.
The aid granted in the framework of this call is incompatible, during its implementation period, with any other public aid at european level, state or autonomous community with identical objectives and purpose.
In no case may be susceptible to help those actions that directly or indirectly cause significant harm to the environment, in accordance with article 17 of the rules of procedure (EU) 2020/852 of the european parliament and the council of 18 june 2020 on the establishment of a framework to facilitate sustainable investments and amending council regulation (EU) 2019/2008, as well as raw excluded are set forth in article 7 of the rules of procedure (EU) 2021/1058 of the european parliament and the council of 24 june 2021.
