The aid must have an incentive effect on the eligible activity, i.e. it must change the company's behaviour, such as by engaging in complementary activities which it would not otherwise have carried out, or which it would have carried out to a lesser extent or in a different way without the aid. It will be considered to have an incentive effect if the application is submitted before the start of the project, with the minimum content specified in Article 17.2 of the Funding Rules. The start date of the submitted project should not be understood merely as a date from which expenses can be attributed, but rather as the date on which project activities begin.
