What is theICC?

The Purchase of Innovation (CPI)it is a tool to foster innovation from the public sector, through the acquisition of innovative solutions and solutions in the process of development.
Through the different instruments ICC CDTI sought to deal with the needs of an administration through the development of solutions that are not in the market with the conduct research and development in respect of works, innovative products and services, for subsequent acquisition by the administration.
Types of ICC
The Icc is manifest in 3 modi operandi:
- The Pre-Commercial Public Purchase (CPP):it is a service of r & D in which the buyer not set aside public r & D results for their own use exclusively, but that he shared with companies the benefits and risks. In it are part of a technology development validated in lab environment (TRL 4) and ends with the development of a prototype validated in real life situation (TRL7), never in a tradable product.
- Public procurement of innovative technology (CPTI):is the purchase of a public good or service that does not exist in the market at the time of purchase (TRL 7) but that can develop to enable workplace (TRL 9) in a reasonable time frame. Such purchase requires the development of new or improved technology to meet the requirements demanded by the buyer.
- Association for innovation (AI):following a call for tender will be the establishment of the association for innovation. The AI will be structured in consecutive phases, but no longer will take place between the Contracting authority and the bidders, but between that and one or more partners; and generally culminate with the acquisition of supplies, services or works as a result, and the result TRL between 4 and 9.
Objective ICC
Through the icc, CDTI pursues the following objectives:
- Responding to the needs and technological challenges of the public administrations of innovative manner,
- Improve public services through the introduction of innovative goods or services
- To foster business innovation and boost innovation in the economic fabric
- Promote innovative activities and capacities of smes
- Promote the development of new markets since the demand for the needs and challenges identified
- Addressing environmental and socio-economic challenges such as the demographic challenge, digitization, climate change...
