Maritime surveillance and rescue applications 

The Public Procurement of Innovation initiative for Maritime surveillance and rescue applications refers to the pre-commercial procurement of R&D services for the development of an application that, based on Artificial Intelligence algorithms, performs the tasks of detection, identification and classification of vessels from satellite images and provides a decision support system in real time.

The range of activities related to maritime surveillance includes a large number of tasks, including maritime traffic control, detection of illegal activities, monitoring of areas of interest, identification and tracking of vessels, and all those related to maritime rescue.

Using the information available from Earth observation satellites to perform such surveillance is an opportunity that cannot be missed. In addition, artificial intelligence-based techniques, thanks to their agility in automating repetitive activities and the ease of recognizing predefined patterns, can facilitate maritime surveillance tasks and associated decision making.

The technological challenge raised

The main challenge of this activity is the creation of an Information System that integrates high and very high resolution satellite information provided by SAR satellites and/or V/IR optical means, and that from the development of Artificial Intelligence algorithms, facilitates the tasks of detection, identification and classification of vessels, and the associated decision making, in near real time.

The system must integrate data from the AIS (Automatic Identification System) maritime system, as well as other open source data, such as those provided free of charge by the Copernicus system, the atmospheric service (AEMET, EUMETSAT), the European Marine Observation and data Nerwork (EOMDnet), or those provided by Puertos del Estado.

The fusion of the information on the detected, identified and classified element together with other types of information (geolocation, ongoing missions, etc.) will contextualize and facilitate different tasks carried out in the maritime environment.
